Stuff is related to how many Ks your pitcher will produce on average (K/9). A pitcher with better Stuff will have a higher K/9 ratio, on average. This is also tied to your pitcher's main pitch, the fastball or cutter for example. The better that main pitch is, the more it influences your K/9.
Movement is related to how many homers your pitcher will give up (HR/9). The lower the stat, the higher you HR/9 will be, on average.
Personally, since a pitcher's stuff can develop over time, if I am looking for a prospect pitcher, I will value Movement and Control over stuff.
Potential of 17-19yr olds can vary widely by the time they mature, high risk/high reward. College ball players in their 20's will have less variation. A player's potential can change up or down throughout their career.
