Mess around with your ticket prices. I think changing the ticket price and then going to another page and coming back will cause your budget to change based on the new revenue projections.
You can try to do things to raise fan interest, which is either sign/re-sign popular players or win lots of games. I think ticket price also can affect fan interest long term, where higher prices will have a negative effect, but I'm not 100% sure on that. Working to improve fan interest can, in the long term, increase fan loyalty and market size, I believe.
Short term, you can also try to trade for cash from other teams, which will be added to your current year budget.
