Well, yeah, but I meant in your time frame, even though I wasn't very clear....

The only way a 17 year old is eligible to be drafted is if he turns 18 before the next season starts.

So those 17 year olds being waived in July 1 should either have not been drafted yet (so far in my seasons the draft is always July 3. Not sure how it is for you), or they were just drafted a week or two prior to being waived.
