I was able to reproduce it doing:
- new standard game
- no "Challenge Mode"
- all leagues disabled except QMJHL, OHL, WHL
- starting as GM/HC of Minnesota Wild
- cannot be fired
- hire two scouts from the Quebec region
- AI assign scouts
No other settings were changed, game version 6.9.87.0.
