I'm certain he surprised his GM's in other ways on occasion, but I'm pretty sure they would have known in advance of his intention to dole out a long term contract - whether they liked the idea or not.

Reggie Jackson...was one where he "took the bull by the horns".
Whether they knew or not didn't matter, GS did what he wanted, and it wouldn't have mattered if they knew or agreed before hand. George made it known he was in charge and they took it because they wanted the money.
Steve Kemp, Dave Collins. There were a bunch of FA's he went after that I'm sure his GM's and Managers either didn't want or had no say in.
