You have to remember that OOTP's game engine has certain statistical output totals that it is shooting for. So maxing out all players doesn't mean everybody will hit 60+ homers. It just means the total homeruns the game has to distribute will be doled out more or less equally.

This isn't right. Maxing out ratings will make very big changes in stats. Maxing out potentials are different, though.
