Weather affects game play. I expect by the Coors affect, you mean altitude affecting game play. Nowhere in the game are altitudes recorded, so there is no automatic adjusts made based on altitude. The 'Coors Affect' is already reflected in the Coors Park factors.

As to the OP, no you cannot manually set the actual weather for a game, but you can get pretty dern close without a lot of trouble. Go to the weather tab of the park where the game is played and set the weather for the month the game will be played in to be what the weather was on that day. You can set the Rain percentage to 0 if the day in question was not affected by rain stoppages. Then start up the game and check the weather results. If unsatisfactory, just cancel the game and try again until you get something you like.
