Wondering how the AI selects players for each team out of their available pool (in nation or region tournaments)

I have the setting set to "Never" for player refusals in the hope that each team would select the best players from their country.

I reviewed the the available players in the pool vs the ones who were selected and it seems pretty random. a lot of the best players didn't seem to be picked although they were all in the "Valid" players list.

So my question is, do the AI select the best of who is available or is it just a random grab of players from the pool?
