Use the historical wizard to create a random debut league. As long as you turn off historical expansion, you can restructure your league to whatever format you wish. For example, if you create a random debut league starting in 1964 you could simply move two NL teams to the AL, delete 8 teams and detete the NL entirely. This would give you the 12 team league you desire. Since you turned off historical expansion, you can relocate the teams to wherever you want and give them whatever nicknames you desire.
Random debut leagues use recalc just like historical leagues. The cool thing is they start with zero stats/history, so turning them fictional is no problem.
