I have set up fictional leagues with historical "random debut" players with the following steps:

Create fictional league (starts your league in January with fictional players)
Release all players to the free agent pool
Delete all free agents
Turn off spring training
Make sure you have checked "add real historical rookies" / "automatically import random rookies from all eras" on the LEAGUE SETTINGS>OPTIONS tab (can select preferred years if you wish)
Set your amateur draft for sometime in March before the season starts
Make sure you set the number of draft rounds to let you fill out your team rosters (and reserve roster or minors, as you choose. I just use reserve rosters, so I set my draft to 44 rounds)
The draft will then be filled with young random rookies

For the next season, remember to reset your amateur draft date to whatever your preference is and to turn spring training back on
