This probably has a lot to do with perception. OOTP20 currently has 92 Perfect Leagues out of 721. 12.75% or so of all leagues.
OOTP21 has 692 leagues. 1 Perfect, 24 Diamond and 42 Gold make up roughly 9.75% of all leagues (and we have 2 new lower levels).
So those teams in OOTP20 in the 10-12th percentile that could hang around Perfect Leagues for a while, well in OOTP21 they are in...
Silver.
Not good for the ego. But good for the game in general. They shouldn't be handing out participation ribbons.
