The only not perfect way around this is to to have free agents be created by the AI which it does at the start of the offseason but you have to also manually create free agents from time to time since the AI doesn't always create enough. Fortunately creating free agents and what type you want is now is very easy in 21.. The AI will then correctly only sign players from their own nationalities.
