I am looking at setting up a multinational league where there might be a handful of countries. Perhaps one division is Country A and another is Country B. I want the teams to be heavily populated with players from their country (so limited foreign teams).

I think I can do the first part ok, but it's more what happens after the first year that I'm not sure about.

1) Is a feeder system or draft out of the question with this setup?
2) How are teams populated with players and how to avoid the dreaded illegal lineup issues?
3) Any other suggestions?
