There's a small mind trick in what is being released every week. If you think about it, what Kris shows in his streams are just rewards. He never reveals what cards are in collections.
All collections can be released at once in the beginning BUT with unknown reward for collecting them therefore couldn't be technically finished until opened (announced on the stream). Additionally devs could choose if to announce time when each of the collections will be made public or choose randomly and announce only during stream. I am not saying this is right approach, just putting one more idea into space...
I also like what bailey said in the first post - releasing missions together with set of new cards. Nevertheless, the best approach is combination of multiple ideas. Team collections are must have thing and it must stay in PT universe also for next years but as everyone knows it is there, why not to use the idea I mentioned above just for these ? And for others just drop the new sets - I can't imagine dropping XX new cards for Padres just for FotF collection... but I can imagine it for some specific subgroup of players like negro, japanese, canadian, veterans, sons&fathers etc... (although these small subgroups don't cause that many problems as fotf)
