I play Hearthstone, and the they have various tiers of cards as well, Basic, Rare, Epic and Legendary. Each of the 5 cards in a pack as a 1% chance of being Legendary. However there is a pity timer mechanism that guarantees you a Legendary every 40 packs you open.
Perhaps something similar would work with PT. Maybe guarantee a Diamond every 25 packs and/or a Perfect every 50? Obviously the numbers could be tweaked. It would make buying packs a more viable option for building out a team.
