I think the question from the original post (in this league) is IF the league is allowed to submit new park factors for a stadium, what could be deemed unrealistic?

From the small sample size answers, the:
Avg LHB 1.12
Avg RHB .85
...would appear to be unrealistic.

I can see the adjustments for extra bases and HR's, but to reflect reality, there should be a tight window on the AVG factors. I do like the suggestion of .98 to 1.02 (.02).
