The setting depends on the park and is a reflection of how that park affects the hitters. If you are modeling a real life park, then the setting should reflect what that park shows in real life and can go from the low .900's to Coors Field (1.15-1.20). No real life park ever held hits to 85% of the league average, but a few have dipped below 90% for a single season here and there. Most real parks will be between .95 and 1.05. A park with a .95 setting will be a very tough pitcher's park and an 1.05 will be a good hitter's park.
