Don't ever believe this statement whenever it is brought up on the forum. It just doesn't make any sense. OOTP biggest selling point is the complete customization and setup of one's universe so not customizing it goes against the nature of OOTP. Plus the dev's have stated many many times "it's your game, play it however you want".
All of the default settings are fine for certain game play throughs and completely illogical for other types of play throughs.
Fictional, historical, modern mlb, import every year all of those game types are setup completely different from one another. Then you have each user own desires coming into the picture.
Example some players might start from opening day each year with 1 team. Play 10 or 15 years and then start over with a different team on the same opening day again. Now some players might want it to be exactly the same, so they wouldn't touch TCR. While other players want it to be at least somewhat different so they would crank it up. if not they already know who develop and who will bust.
It really comes down to what each users wants out of OOTP. For some all of the defaults might be good enough. For the rest they will always change something up.
