Not necessarily. There are three elements, bascially, to determine the outcome
Batter average (his rating) versus Average of batters versus the pitcher (pitcher rating) against the backdrop of the league average (the average of the League Totals)
So if you got a period where more talented pitchers were coming in versus less talented hitters, the batting averages would decline while the League Totals average has not changed.
