I agree in the spirit of what you're saying, but its a bit hyperbolic. The rules are clear from a license point-of-view (re: OOTP), but not spelled out in the player's manual aka how-to-play or how-NOT-to-play (re: the Players). And we can assume less folks read the license agreement than the players manual.

If this team is intentionally going up and down every year then that is a different story but I don't see evidence in this case.

Totally agree with this, and OOTP has said over the years they reach out to the Reported and find out 1) what they were doing from their perspective and 2) take action based on that.
