Not sure there really is an answer now. Prior to this season, the entire 40 man was your September roster. Its completely new ground.

The 26 man active roster isn't maintained in the offseason (only the 40 man). Perhaps the solution is to patch it and eliminate it at seasons end, with playoff teams selecting straight from the 40.
