I would focus on PP generation as much as possible at that stage. The SE cards are super cost-effective...the upgrades from those cards are going to be expensive, there's just not much way around that. If you're not spamming tournies or working the markets, the path forward is pretty slow from that point.
I would definitely agree that SS and 3B are the weaknesses from the SE card set though.
