Basically, you need to collect the number of cards required.
So for example, the LIVE missions, which are available for each current team require 26 Live cards from that team. Teams all have more cards. So you could have 30 cards from a team, but only lock 26 of them, so you choose who. Typically, it is sound strategy to lock the lowest-value cards.
