Compared to the "golden boy" teams the league will protect at any costs (Yankees, Red Sox, Dodgers, Cubs -- half of whom were implicated for cheating using the same methods as the Astros, one of whom went completely unpunished, and another of whom was punished much more lightly), yes, the Astros are quite small market.
