When you look at the draft and sort by current or potential that is your scouts ranking of the guys so it's the same thing you are looking for unless I misunderstood your question.
If you click on their individual profiles it has a general league wide rank consensus ranking where the league views them and I don't think there is anywhere to search them by that if that is what you mean.
