In the previous versions of the game I always wanted the SD to highly favor tools.
In OOTP 21 I have switched to highly favor ability.
Seems more accurate and less likely to have busts in the draft.
Not sure though.
Once I hired Billy Bean as my scout. Learned that I cannot have a GM that highly favors OBP over AVG as my scout because he favors EYE far too much when rating players.
