Look at the Pro/Rel in the Standings tab and it'll show that they'll get promoted if they had one of the top records in the league (numbers promoted may vary at different levels), that should happen regardless of playoff performance or deactivations. It changed from PT20. Report it anyway though. You could tell by adding them to your friends list which will show what league/level they are in.
