I would rate them the same way. I think the higher you go in leagues, the more important movement becomes. But these ratings are not the only things to consider.
How highly rated the pitcher's pitches are is fairly important as well. And you also have to look at their splits, usually if they are pretty even you'll get better performance than if they're very lopsided. With the exception being for bullpen specialist types.
Of lesser importance but also at least worth looking at would be velocity and holding runners.
