Why is this not possible? You can't choose tactics, lines or who's dressed. The AI keeps signing players to play instead of your prospects. It would also be nice to be able to sign and release staff for the AHL team.

It was possible in FHM2, and you could use your AHL team to develop draftees, train them to new positions and tactics. Now it's just hoping they play your guys.
