It's a 62 win target - so let's say theoretically you have win totals of 55, 58, 62, 65, 67.
Among those teams, 62 drafts first, 65 drafts second (3 away), 58 drafts third (4 away), 67 drafts fourth (5 away), 55 drafts sixth (7 away)
So a straight up strip-down and tank to get to 50 wins normally guaranteeing the first pick isn't beneficial because you're going to be on the same level as a team at 74 wins by completely not competing. Thus, teams want to be somewhat competitive.
