The average temperatures are, I think, exactly that: averages. So the average temperature for St. Louis in July is the average of all temperatures in that city from midnight, July 1 to 11:59 p.m., July 31. Which also means that nighttime and daytime temperatures are averaged together. Not the best system, I'll admit, but it works well enough for game purposes. I really don't know if temperature has any effect on the game at all. If you wanted to tinker with the temps to make them reflect a purely daytime schedule, that can be done.

Also, the weather data isn't historically accurate. I don't know what year's stats are in the weather file, but my guess is that it was within the last twenty years.
