Its only because I play with only big level of feeder league with players playing like 3-4 years in it and becomes eligible at 18 to be drafted and I want to keep it like that

Oh, it's college? Then, please ignore the age #s I used in the above post.
In this case, you'll be looking at players being eligible their junior year, so set the fictional player ages between 17 (min) and 18 (max) (though many will espouse that 18 is the only # to use).
In this case you should have college players being eligible aged 20 to 21, possibly even some who are 22 yr old Juniors.
