You still automatically get whoever you want if you offer 5 million. Since teams can't offer more then 5 million the first to offer 5 million gets the player.
So yeah the human player can easily get 1 of the top 3 prospects every year. That still always don't become MLB ready though that is no guarantee but it does increase the odds I guess.
Just budget 5 million in expenses offer it on Day 1 and you will 100% always get whoever you want no matter what. It doesn't even make sense to try and get a player for say 3.5 million when it might require negotiations but 5 million is instant.
The mechanic is really simple so under scrutiny it appears broken. But of all things in OOTPB this is of my least concern. You are still lucky if 1 out of 5 of these guys makes the show. Even if they make it by 23 that's 8 years. young say 21 is still 5 years. So not real concerned about it.

The even bigger glitch/loop/exploit is if you immediately promote 1 of these 5 million USD amateurs and try to trade them. You will get insane offers from the AI for top prospects who might even be close to mlb ready. The int amat are 16, 5 to 8 years away from mlb.
So the exploit is that 5 million can basically get you a top 10 prospect who is either ready for the show immediately or at the start of next season. Because every scout and OSA has that int amat rated so high. They always think the potential for everything is max. And since they have no stats even their ratings go down it wont be till next year basically. And there is no rule preventing their trade only a rule preventing 1st year draftees.
