Nope the lowest you can set it to is 5 but you can disable expanded roster size. That is usually when they call up all their reserves.
So what might work is setting active roster to 40 and reserve to 5 and disable expanded roster and set spring training to 45. Cause in limiting testing I see sometimes spring training gets around the foreign limit rule.
Japan's problem is the default minor league doesn't have a foreign limit and it has a reserve roster as well. So sometimes foreign players can get signed during expanded spring rosters and then depending on contract sent down.
The limits are active roster only. So if a foreign player gets injured they can call another one up. For the most part though the way the budget and contracts are these loopholes can't sign like big free agents. Its mostly league minimum or minor league contract players that get stashed.
It shouldn't be any big time free agents just because those teams don't have the budget for it. However Japan doesn't have a 40 man roster and it doesn't use options. So it's another loophole that signing a free agent during spring training then sending him down. That happens more then out right release. Again its usually not for the guys making >5+ million.
But technically its possible. See some things are setup to be as real life as possible but sometimes it causes AI trouble so its fine line.
