Oh.. I had that early this release, immediately after I fired it up! But, I haven't noticed it lately. A bit anecdotal, but yes I had signing/dropping over and over again. Currently I run all fictional and haven't noticed it. But I also have leagues that don't allow foreigners.

not allowing foreigners isn't the problem, it's the leagues with limited foreigners that seem to break the AI
