When you have each level create fictional minor leaguers, they should be based on the level of the league, so not all will completely suck. I have had one or two of those types of guys become solid contributors, but most are just filler.
If you turn on the option to allow the minor league managers to sign/release guys, they will end up signing guys as needed, but it is best to check each level every couple weeks to make sure they are not running low, especially before the June draft.
We have been working on getting Markus and Matt to make the expansion model more realistic and after 5 or 6+ years of harping, they did improve the wizard this year to allow more control over the minor league levels/teams (a HUGE improvement).....we will keep on them
, but they are very good at taking suggestions and implementing them when they feel it will benefit the overall game experience.
