I started a new league with some friends, and we can't figure out the best route for trading with a CPU team.

Whenever someone goes to offer CPU a trade, about 95% of the time, no matter how lopsided the trade is towards a CPU team, "submit offer" is greyed out. Occasionally someone can get "submit offer" to become clickable but then later, that same exact offer might not activate the button again.

Is this something with the trade AI settings? Is it best to just have users submit their offer to the commissioner and then have him force the trades to go through manually?
