How do you know what other teams are offering? I’ve had cases where I’ve initially offered well over $4 million, they come back and say someone out I’d me, and then I offer $5 million and get him every time. I’ve always assumed the other team offered $5 milllion too and they were just choosing me.
There’s a simple way and a complex way it could be fixed, The simple way would be to just have the player select randomly if there were multiple $5 million offers. The complex way would be to give different international free agents different preference. Some prioritize winning. Some prioritize a large market. Some would rather be in a small market. Some prioritize a loyal fan base. Some want to play on a team with other players from the same country.
But to answer the original question, yes, I get my top international free agent every time unless I decide there’s no one worth $5 million.
