Yes and if someone else max bids 5 mil first you can't match it so it's always you max bid first you'll get him. I do a house rule where I only get one intl amateur every other year sort of a hybrid rule with the old intl bidding process. I tried using the old rule but some teams would bid outrageous signing bonuses for players.
