I think it's a good ideia have this feature implemented (possibility to change the number of innings in a game configuration).
Because OOTP is a game to simulate baseball! I read someone saying thats it's only for professional baseball, and I tell you: if I want to create a professional baseball with 6 or 7 innings a game, OOTP has the publicity that tell we can do our league, our baseball in the way we want. So yes, it is a good idea to do this feature. If you will use it or not it's up to you, but the game can provide this feature, and it is in the scope of the game.
But I agree, it's not a high priority, but one day it'll be nice to have it.
