Someone posted elsewhere that when you start the league (it is too late to adjust afterward) open the "advanced settings" and reduce the "adjust batters" and "weaken batters" numbers to be very low. The numbers of at-bats for Negro League players' officially recorded stats are low (in real-life they almost certainly had many more at-bats over the course of a year playing all over the place than did MLB players), so the AI lowers their performance. Set adjust way low, like to 50, and weaken to zero or 1. But unfortunately that is a function only available during league set-up, not later.
