My universe has two rookie leagues. I have the standard AZL and GCL leagues which are the lowest level (no Dominican league). I added the Mid Plaines League which has teams based in Nebraska, Missouri, and Kansas. I call this Rookie Plus (R+). The player creation modifiers are halfway in between Rookie and SSA. Both Rookie leagues have 25 man rosters. All teams have a team in either the AZL or GCL, and a team in the MPL. The extra Rookie league has worked out very well as it allows for an extra year of pro service time and an extra year of age compared to the AZL and GCL levels. The SSA teams are no longer filled with players who by all rights should still be in Rookie ball but had to be promoted to make way for the next draft class or be (very reluctantly) released.
