Yes, you can do this. Start by choosing New Custom Game first, then Create Fictional League. On the 1st page of the wizard, choose the number of divisions and teams/division. On the next step, there's a button that says "Switch to historical team selection". Click that and you'll be able to pick any team from history. After this, I'd recommend switching to Advanced Mode which is at the bottom left.

You can later change the divisions you put the teams in if you like by using the edit league structure option which can be found once you load your league for the first time by doing the following:
1) Click on the league menu.
2) Choose League Settings at the bottom.
3) In the middle section, 3rd one down, click "Edit League Structure".
4) Once you finish moving the teams around, you MUST click Generate Schedule in the upper right of this screen.

There are a number of settings you'll want to consider changing for this kind of league. For example, you'll want to choose "disable player development" to keep the players from having their ratings altered during the season. This can be found on the Settings tab if you chose Advanced Mode earlier.

I like to keep injuries on, but you might want to consider turning them off.

The following should be turned off (some are marked optional):
1) Player trades [Rules tab]
2) Amateur draft [Rules tab]
3) Financial system [Financials tab]
4) Inaugural fantasy draft [Options tab]
5) Spring training (optional) [Options tab]
6) Enable automatic evolution of the league [Options tab]
7) Use complete scouting system [Settings tab in Advanced Mode]
8) Enable Owner Goals [Settings tab in Advanced Mode]
9) Player personality and morale settings [Settings tab in Advanced Mode]

You should enable the following:
1) Automatically adjust league totals modifiers after each season for accuracy [Stats & AI tab]
2) Disable automatic creation of free agents [Rules tab]

#1 immediately above may seem unnecessary for a single season play-through, but it won't calculate the league totals correctly for the season you've chosen. In other words, let's say you want to use the year 1980 for league totals (which determines how many HRs are hit and K, BB, etc.), but you don't select #1, it won't use 1980 and you might not be pleased with the numbers you'll get. To be safe, you might want to make a copy of the league before you get to opening day and look at the preseason predictions and make sure the stats you see look reasonable.

Regarding #2 above, I'm not sure if this affects the Players tab so to be safe, go there and change all of the "generate free agents" from their default totals to none (or experiment and see if this is necessary). I'd think choosing #2 would make this unnecessary, but I never tested this.

Make sure to look through all the settings in case I missed something. It is possible to save this as a template (I did) for future use, but there's a complication there. It also saves the teams and you end up having to create another league once you load the template and delete the old league. Once you've done this, it should have the rest of your settings in tact.

p.s. - Don't forget to back up your league folder before you get to opening day since it's so easy to miss a setting an ruin the league and all your work.
