The only thing that I see that is weird is Puerto Rico shouldn't have scouting discoveries because those players are part of the north american draft.
And your %'s seem completely off. It is far from the default. The default is like 54% Dominican Republic, 29% Venezuela Mexico about 3.3% and a handful of South American and Central American Countries under 2%.
Click on functions and then "reset to modern major league default"
