Depends on your goals for the league.
If you want to be familiar with the players, possibly playing out games batter by batter, you may want a smaller league. But, certainly not a must.
If you like a slow pace and want to immerse that is a consideration.
You don't need to sim seasons ahead of time. It can be exciting to watch the league unfold without any prior notion of how the players might perform.
If you are into big sims so you can get to the stats, as opposed to managing game by game, that might impact your decision
Ultimately, there is no perfect size, pace, history to launch. Observe what others have done, or, just decide for yourself what might be the most fun.
