I assumed the 97% thing was deliberate, at least for tournaments (which is where 99% my attention has been lately).

As it happens, today's Daily Iron tournament just presented me with the perfect example. On October 19th, 4 of my relievers were used to close out a series sweep. Charlie Root (a SP used as a RP) threw 21 pitches, Ben Wade (a true RP with 16 stamina) and Nelson Briles (status unclear and inconsistent, but I think the game thinks of him as a SP for the most part) threw 18 pitches, and Logan Verrett (a true RP with 23 stamina) threw 9 pitches. All 4 were only recovered to 97% for the start of the next series after 3 days off.

It may also be worth noting that Wade's previous appearance was 25 pitches on the 14th, Verrett's was 37 pitches on the 17th, Briles's was 34 pitches on the 16th, and Root's was 28 pitches on the 17th.

So, based on what my experiences have been, your Clay Carroll's behavior is what we ought to consistently expect.
