I set up something like this in the past. Top AI teams were winning 120 games and I had to play my absolute best in order to compete, much less win.

First, do all the obvious stuff - remove luxury taxes, set media income to 'depending on market size', only have a couple of teams with top rated fans with the other teams being mediocre to garbage.

Turn off Rule 5, 40 man roster rules, and minor league free agency.

Adjust your salary scale so that crap players are extremely cheap and star players are more expensive than default. IIRC I had superstars making twice as much as they were in the default setting, and crap players making next to nothing. This means that weak teams will still be able to field a decent team if they're good, and 'good' is where you come in as a player.

As you adjust, it'll tell you on the screen how much profit the average team will make. Keep that positive, but very low. You want the worst teams to either be in the red or close to it.

Get rid of the draft. Instead max out how many international free agents you can bid on. So what you'll have is a draft decided purely on a teams ability to buy youngsters. Likewise have a lot of independent scouting finds, which give rich teams another source of strong players and ensures your league will always have warm bodies.

My league had 2 divisions of 10 teams each with a 7 game series between the 2 winners. This way you're minimizing the teams who get a boost from postseason play.

I feel like I'm missing something but that was the lions share of it.
