You don't have to but I generally keep players there. It depends on the number of draft rounds. If you only have 25 you will need at least 10 players stay in rookie or move 10 players up from international to get to the 35 most teams have in their rookies (real world limit but I keep it unlimited so it doesn't screw up the AI).

The reason I keep all the players I can there is for injuries. I run my minors so I have a reserve to fill injuries from opening day until the draft picks are signed. Depending on your injury settings that could be a lot.

I don't usually play with DSL but if I do that is where the international players below 17 or 18 go. The rest depends on what team I am.

I play it where the advanced and/or short A gets the better players while the rookie is scrubs I will replace in the draft if they don't get promoted due to injuries. Sometimes a rookie league has some real prospects sit because they aren't ready for short A if I have short A and rookie. Some teams have 3 rookie league teams. There isn't conformity in short A, AR, and R teams per a club. I think the Rockies just have an AR and Short A, the Yankees have 3 rookie clubs. So all teams are a bit different on the bottom end. If you have 2 AZL or 2 GCL clubs, I still put the prospects on one at the end of the year and leave the other for scrubs who are injury fodder or will be cut in the draft.
