Still kind of new to 21 but in 20 I ran a game with the new rules. You can have more than 28 on the active roster in the offseason. Pretty sure that is the same in 21 but I haven't completed a season yet. Mostly playing perfect team. The active rule roster limit doesn't apply to the majors or minors in the offseason. You can put as many as you want on "active" if it is the offseason. I am not sure it automatically gives a contract and moves them to the 40 if you move someone up from the minors in the offseason. It doesn't when ST starts but it might not in the offseason either. I wait until to ST to move up the maybe make the 40 man roster candidates just in case.
