Yes you would want to set up service time rules for your minors and place a no foreigner rule for the Dominican league. For the Dominican league, be sure to switch the region to DSL so that all foreigners are eligible to play in the league except Americans.
Arizona and Gulf coast league are pretty much for your HS prospects and any low level players who are eligible to play in the leagues.
pioneer & app league is your advance rookie league. All your top young eligible players play here.
Short season leagues are mostly for you recently drafted college players
A ball is usually configured of top young eligible prospects. Most of your top recently drafted college players start here.
A+ or advance A is all of your top prospect who are not quite ready for AA ball
